My story begins as an elementary school art teacher at a title 1 school in DC with a bachelor’s in fine art and a master’s in education from Liberty University. In 2019 I supposedly shocked my husband by deciding to go for my master’s in computer science from Johns Hopkins University. Shortly thereafter I was recruited to NSWC PHD, and we took a leap of faith, moving across the country. At NSWC PHD I wasted no time rapidly becoming the subject matter expert of industrial control system security at NAVFAC securing national facilities critical infrastructure utilizing model-based system engineering. I'm proud to say that this was achieved in concurrence with my computer science master’s program, all the while attending classes, earning certifications, and taking midterms and finals, earning myself a 3.5 gpa. I've since transitioned into risk and compliance management, currently as the lead information security administrator at Community West Bank on track to become the information systems security officer, and then ideally the chief technology officer. For this reason, I've returned to JHU for my MBA.

   Despite my career shift, my commitment to community service remains steadfast. I still teach private art lessons on the side, and I actively volunteer as a director on the Oxnard College Foundation board, the Santa Paula Art Museum board, and The Friends of Camarillo Library board. Although these experiences have been incredibly fulfilling reinforcing my desire to serve our community, I believe I have more to contribute. I could have a great impact recognizing my expertise in innovation of infrastructure systems, data-driven decision-making, and commitment to improving our community and ecosystem from a sensible perspective. Some of my key core values include transparency and accountability, integrity and honesty, equity and fairness, and a genuine passion for serving our community. 

   Being that the incumbent has held the position since 1983, I am eager to bring a fresh objective perspective to the UWCD board. Keep what works, and foster growth in unexplored areas and directions. In the California water industry, especially, if you're not sprinting forwards, you're running backwards. I believe with some turnover we can help alleviate some tensions to have a more unified board with a unified vision.

The objective is simple: Safe, Affordable, Sustainable, and Reliable water. The mission is more complex, and therefore the solution is also complex. Adopting a collaborative, data driven, and equitable approach to decision-making, I believe we can effectively balance competing interests and priorities to ensure the sustainable management of water resources for current and future generations.

- Collaboration and compromise both within the board and other stakeholders.

- Long term regional planning focused on sustainable, long term strategies for managing water resources and infrastructure development and investment to meet not only our current, but also future needs. 

- Environmental stewardship and sustainability with a commitment to protecting and preserving water resources, including sustainable management practices. 

- Fiscal Responsibility, ensuring the affordability and reliability of water services while maximizing value for the ratepayers.

Financial responsibility and planning

- Water supply management and collaboration with stakeholders and sister water districts in order to have an adaptive and nimble collaborative sharing of water supply and storage in a way that benefits everyone. 

- Bolstering information and infrastructure security against ever growing threats both foreign and domestic.

- Emergency preparedness and response, plans and procedures for responding to water emergencies (e.g. droughts, floods,infrastructure failure, fire prevention and firefighting, mitigation outages ensuring continuity of service)

- Financial Sustainability and planning, budgeting and financial planning to support operational needs, infrastructure, investments, and long-term fiscal health, often balancing affordability with necessary investments.

- Customer service and Community engagement and outreach programs and strategies to enhance customer communication, participation, and education, with an understanding that an inclusive and transparent district is a cohesive one. 

- Regulatory Compliance Strategies to ensure compliance with state and federal regulations related to water quality, conservation, and environmental protection and restrictions, while maximizing use efficiency and availability. 

- Performance metrics and monitoring, by establishing key performance indicators (KPIs) to track progress towards goals, regulatory monitoring performance, and conducting periodic evaluations to assess effectiveness and adjust strategies as needed.
